Niko from GTA IV is 100% Russian:

In the latest trailer, Move Up Ladies, at around 56-59 seconds when Roman is rushed by a couple of guys one even holstering a knife to his neck, you can hear someone say, Where's your Russian friend now, eh? Could that Russian friend be Niko in particular? Well, according to the trailer Niko is pretty much the only person that Roman knows positively because Roman seems to be running away from everyone in the trailer, except for his supposed girlfriend Mallorie. Just a hint at it's probably going to be orientated at the Russian Maffia this time around. So I guess we could omit the previous rumors of him being Croation and such.

Have you ever thought that he could be talking about Russian gangsters and not Niko himself?

Also, the characters here could perceive Niko to be Russian just like we are now. Who knows.All of the signs point to Niko being Russian, but it's still not confirmed whether he is or not.

We knew this a long time ago, but it doesn't matter.

In GTA: SA carl was black and that didn't stop me from enjoying the game.

i read there will be no clothing stores on there but have preset out fits like on vice city

You are not the only one. In beginning everyone though he is from midlle east, an Arab. He looks like one, he doesn't look Russian to me unless he is from Chechnya or from that part of Russia.
