Borderlands 1 & 2 are pretty funny.

Especially the zombie island dlc from #1.

Catherine plays out like a supernatural sitcom.

The Overlord games have you play an evil overlord but are very tongue-in-cheek, tone wise.

Saints Row 2 and 3 have a lot of intentional humor, but it's like a low brow, low rent version of GTA IV.

Yakuza 3 and 4. While the core storyline of these games is about Japanese Gangsters, many of the side stories are intentionally whacky.

Yakuza Dead Souls is a zombie shooter spinoff and is more whimsical in tone than the primary Yakuza games.

You Don't Know Jack is an intentionally humorous quiz game. Jokes are packed into literally every question the game asks.

Any game based on a less than serious movie. There's a Shrek game but it's likely awful. Same for Pirates of the Caribean.

The Ratchet and Clank series has some humorous tones and is generally cute. Same goes for Little Big Planet and the various Lego games.

Katamari is generally insane.

The Saints Row games, particularly the Third are a blast to play simply because of how outrageous they are. Definitely not a game you can take seriously, but instead have a lot of fun with.

Hitman Absolution, seems hard to believe, but the guards when your in disguise say some pretty hilarious things, and sometimes when you stumble on them before your hit, they have conversations with other NPCs. The chef saying his "secret ingredient" being salt made me laugh a bit. Yeah I know it sounds stupid :P you don't have to tell me.
