ok i thought that with 3.40 i was allowed to encode video at 480x272 resolution but all my software (including sony media center) has not been updated. infact i have not seen anyone even talking about this at all........was i mistaken?

Try PSP Video 9 v2.17, which includes profiles for 480x272 encoding. It's free and frankly much better than Sony's first party software (except for the new horrible embedded flash ads :( )
