I would buy ratchet and clank since I am a big fan of the series, but its either syphon filter or ratchet really. Depends on what type of games you like.
Assuming you haven't bought anything yet, you should check out the demo of Syphon Filter. All of those sound good, but I haven't actually played any of them except the SF demo (too caught up in Oblivion and MGS:PO). You'll have to tell us how you like whichever one you pick.
Get Syphon Filter: Dark Mirror... You will not regret... It is arguably the best PSP game so far... Do not pass this up... Ratchet and Clank: Size Matters looks good but I just do not think it will be as good as Syphon Filter: Dark Mirror...
Go for Syphon Filter. Ratchet and Clank is a really good game but Syphon beats it when you consider the 2, and anyway you'll be preoccupied with Syphon and before you know it you can save up for Ratchet and Clank.
