I've been wanting a good sturdy armor and all that I can think of is the power armor but I'm too far away from the mission where I can get training. Sowhat's the next best armor to power armor and whatever it is where can I get it?

You can get this awesome hockey mask from this dude that gives you like +2 turns on VATS. Can't remember where though, you'll have to google it. IIRC you go into a factory and get some plans then meet the dude outside another factory. Then kill him and his two chronies to get the mask. It never needs repairing, gives one less armour than the power armor and like +2 turns on VATs.

Only played the 360 version but I assume they are the same...

Go for Combat Armor (especially if you are good) and pump up your repair skill (you should do this anyway). Then when the lame a** Talon Company Mercs come a calling you just cap them and use their armor to repair yours. It is fairly light and gives you good protection.

Use Riley's Armor (I think that is what it is called, she is the friendly mercs) you get it after saving her team. I heard it is the best non-power armor.

R0rschach-

That's what I was going to type lol

Not only that, but if you're a going around the DC City area, you have pretty much an endless supply of Combat and Talon Combat armor to repair from.
