If you really wanted it, you could have bought it a long time ago, it's best on PC anyways (It runs on mid cards, which are quite cheap, honestly). It's not like it's a brand new IP, you could have made this exact thread years ago for The Witcher 1 which was on PC.
It's just a matter of money, the developer has finite resources. PC ports are easier to that other console, that's all. They stated if it does well, they may do a PS3 port as well. They would like the IP to be more popular so they could do a Witcher 3 across mulitple machines.
If there was a deal struck for consoles, we users are hardly privy too those deals, they include NDA's.
A deal wouldn't shock me though, that company hardly makes any videogames and seems to be content making strange deals on the side from timed exclusives, Timed DLC, etc. They spend little money, and it fools a vast majority of consumers into thinking these games are exclusive (from COD 30day timed DLC to Elder Scrolls 5 DLC to the first Bioshock timed exclusive). They hardly spend money crafting many games, and have a tiny 1st party, so they employ these tactics to stay ahead of the competition. Is the witcher 2 one such deal? who knows.
I have the game on PC. It's about a year old...decent game for the action rpg genre (88/100 metacritic).
