It has a storyline, but it's not worth your time.

the story line is pretty weak but the cutscenes are nice to look at. i effin hate how much the sound quality in this game sucks tho

also the graphics look kinda washed out compared to more "vibrant" games.

Don't get UT3 if all you're interested in is the storyline. It exists, but really isn't exciting or necessary.

I can sum up the storyline of UT3 for you in 3 words; "Shoot those guys!"

Seriously, it doesn't get much deeper than that. The "single player" is really just online with bots instead of real opponents to get you ready for online. Don't really need a story for that.

You'll find more storyline in the inside manual than you will in the game.

The Campaign mode does have a story, which is very weak, but it's just there to tie all the maps together. It's fun and it gets you used to the game before you try it out online, which is the real point. It also opens up a few things, such as new character models you can select for online play. Just don't expect the story to actually be good or anything, but it's better than being an online only game and the cutscenes actually look pretty good.

No. Well, it has a campaign mode, but it's just bot matches strung together by a few lame cutscenes. Online is where it's at.

I would still recommend any new player play through the Campaign, if only to get a brief overview of the maps and to unlock a few things. You don't really need to for purposes of learning how to fight, as it's about exactly like all other UT's other than the vehicles. However, two people of equal skill, the one that knows the map better will easily win.

edit: Of course, I guess you could just get your @** kicked for a while while you learn the maps online. ;)
