im interested in getting a PS3 but i wanted to know a few things from the owners of these powerful beasts. i heard that installing games onto the HD decreases load times significantly, but is it really that noticeable? like in Oblivion where it's a load screen when you leave a room and stuff, do they take like one second?

Oblivion uses the PS3 hard drive a lot. You don't install the game to the hard drive, but compare the load times from the 360 version, the PS3 loads much quicker.

it depends on the game. Ninja Gaiden Sigma and Folklore had optional installations, but didn't do much. Devil May Cry 4 has mandatory installataion but the load times are faster and it has the achievements like 360, that is why it is done. Hot Shots Golf is Mandatory, but the only load times it has is connecting online obviously and when you begin a single player match tournaments the loading is like 8 to 10 seconds for the entire thing. It isn't that bad on either of the games that require it. It is only a one time deal, and you probably waited a lot longer than 10 or 20 minutes for the game you want to come out so the extra time isn't that much of a let down. It is only fanboys and impatient people that complain about it. In my opinion I would always install the game even if optional to get even if slightly better game experience because it's not that bad. Who knows maybe the installs will make patches easier to read and download in the future. All in all if you are interested in getting a ps3 don't let installations stop you from playing the games you want.
