WARNING! INCOMING CLICHE!!! : Sephiroth. He started off as an amazing hero with all the mystery, prowess, and power you'd expect. I was overwhelmed with his how badass he was and almost idolized him from the beginning. Then, unexpectedly, he snaps and becomes the ultimate super villian with almost justifiable motives and never goes so far that he ever becomes unlikeable. Now, I haven't played the game since I was 13 (13 years ago) and he may be a total douche today, but I remember him as the ultimate badass that so many others do and that's how I'll keep it.......... Other than Sephiroth I'd like to say Scarecrow from Batman AA. Like Psycho Mantis from MGS he wasn't a very key character but he took a quantum leap in making the game as interesting as possible.
Oh, yes yes yes! I can't believe I failed to bring her up myself. Her, Big Boss, and even Ocelot are on my list of favorite bad guys for the same reasons as I mentioned for Sephiroth but on a much more down to earth scale; they're all awesome warriors worthy of worship who're only villians do to their own justifiable reasons. When you can justify a villian's motives it makes them much more human and all the more awesome.
Psycho Mantis, Big Boss, Officer Tenpenny, Dimitri in GTA IV, Claudia in Silent Hill and Sephiroth in FF VII. Sephiroth is the only villian in which i swore revenge on after he killed aeris lol.
hmm...i would say Revolver Ocelot (MGS Series) The Boss (MGS3) Dormin (Shadow of the Colossus) Pyramid Head (Silent Hill 2) and that's all i can think of now...
Brett Favre was pure evil in madden 2003, he would always pull out a win in the 4th qt no matter what i did. All of a sudden my receivers dropped passes, rb fumbled and he would complete every pass. Lol he is right up there with the original tyrant lol
Nyx from Persona 3 for the PS2 is my favorite boss. My favorite villian based on just the game would be Sephiroth of FFVII. Anything relavent to him after that stinks. Square-Enix made him into a girlie man after that.

Haha I know this one is EXTREMELY lame....but....The Balrog from "Lord of the Rings: The Third Age"^^ Its the boss that pissed me off the most, but the satisfaction after defeating him was worth it^^
