Even if the boost is only temporary, all they need is a rapid increase to settle 3d party developers concerns, that allied with the realeasing of more great games they will get the ball rolling.

I think that is spot on, the increased install base will make 3rd partys happy for now get sony some momentum for the holiday season and i think sony are banking on that momentum and software line-up to sell $599 80gb ps3's.
But one problem remains if sales go back down after the 60gbs are gone and sony dont drop the price of the 80gb 3rd partys are not going to be happy again as they dont just want here install base to increase by 2-3 million they want sony to sell 200,000+ units per month for the next 5 years.
This is why 360 looks promising to 3rd parts because 360 has sold at least 150,000 units in N.Aevery month since launch, sony need steady sales figures, if the sales figures drop again it will be just like the launch great sales for 2 months and then constantly decreasing sales.
IMO i think this is a wrong move by sony, just imagine if they kept their original 2 sku's the 20 gb and 60gb they could be selling them both for $399 and $499 respectivly and i think allot of people would pick up that $399 20gb system it would compete directly with microsofts best seller the premium 360 and offer a high def movie player for the same price which could have stole allot of potential 360 customers.
