It's still not an accurate depiction. The video is from October, and shows a conference from the EU parliament. They were debating the UN Global compact of migration, and if supported, it would be entered into EU law. Austria, Australia, Bulgaria, Croatia, the Czech Republic, Hungary, Italy, Israel, Poland, Slovakia and Switzerland have already stated they will not sign the agreement at the UN level, with some countries refusing to even attend. Saying that the EU "will" criminalise speech that criticises migration is pure speculation, and by all accounts highly unlikely.
