Yes, and they should all be put in camps. At least until we get to precog. Then they should be put in camps before they protest. And camps are expensive, so they should just be shot. But bullets are expensive and we need them for the war (on drugs, terror, etc.), so we need more efficient means. Like gas, maybe.
