The female who provided said information had no proof beyond her statement, a statement in which she also was taken into custody and transported to the hospital for a mental health evaluation due to ongoing mental health issues. A judge would never issue a warrant on the basis on an unsubstantiated single statement.

A statement like so isn't "exigent" like a 911 call stating a violent crime was in progress, where in you will see law enforcement forcing entry into a house. Furthermore, you don't create exigency in terms of a bomb threat or threat of bomb production; that's an issue requiring a very meticulous process to be taken requiring a wide reach of specialty teams due to the overt hazards. Similar processes are made for meth labs and other narcotics labs.

What can you do in cases like these? Kick them up to the FBI or ATF? Or is there nothing you can do?

Really depends on the situation. Here they did their due diligence in passing it along to the FBI after doing all they could. If there was any additional alarm, for example, if he was a registered arsonist (if they were convicted of an arson before, much like the sex offender program) or if they were on any sort of status (probation/parole/post release community supervision), then they could have entered the premises. Another option would be to have units conduct surveillance, but typically with staffing being short and a lack of any evidence at all beyond an upset and mentally ill ex-girlfriend... odds are the surveillance wouldn't be approved. Especially if their detectives are anything like ours... where their caseload backlog is 50+ on a low side.

It’s too bad the law enforcement could not have stopped it or looked into it further since they had previous Information of him being a danger to others. A crime that could have been stopped.

Unfortunately, you need more than a statement to get a warrant. Otherwise, they'd have seen the bomb in the RV and put this nutter in a rubber room at the puzzle factory.
