Nintendo of Japan can be, being a Japanese entertainment company and all. Nintendo of America, on the other hand, caters to a different audience and desires to project a different image.
I never liked GS's best of voting. The best hero voting ended up being a mess with some group inflating the voting that made Sonic lose to Bubble Bobble's Bub and Bob then Steam getting users to inflate voting so Gordon Freeman would beat out Mario. Hey at least Tails got the #1 slot in Screwattack's best Sidekick countdown.
