I like Silver's powers, but he's a little too naive to make him one of my favourite characters.
As a playable character, likely not if SSR is a huge of a success as IGN's latest preview is hyping it out to be, because then we'll be just seeing Sonic with cameos by others.
I doubt that the series will go entirely that direction, regardless of how the game turns out. Perhaps plenty more games using a similar gameplay style, but Sonic Team will have to go back and perfect their other form of 3D in order to get the series back on track. Of course, there will likely be future sidescrollers, as well.
As far as Silver goes, he'll undoubtedly come back. Count on it.
He's an official character. Blaze has 2 appearances since her debut. So it's no surprise that Sega has something planned for Silver in the distant future.

Yes they should since his personality seems to fit that little nook between Sonic's "perfect good, but not very dedicated" and Shadows "mostly evil, confused, trying to figure things out" personalities, but he needs to be faster because its a Sonic game.
