Who is the best Final Fantasy villian?

Who is the best FF villian. When you judge them, think of who you choose in things like how far did they get in their goal, how hard they were in battle, their powers and/or skills, were their plans misunderstood, or were they doing that for their use. Only you can choose who is the best villian.

the best Hmmm i don't really know because i haven't played all SE games but i do like Seph more than other villians.

note: he has a chance (a lot) where he can kill Cloud, Tifa but he didn't but Aeris do die from him :o

I voted for Seymour because disturbed people always make the best villians.....but after reading the answers I guess I dont know much since everyone voted on Sephiroth.:evil:

Sephiroth was a great villian but Seymour was crazy and like forced people to do what he wanted plus it was awesome in the beggining how your always hanging around him and hes so obviously the villian but isnt actually the villain yet...I'm bad at explaining stuff the way I want but Seymour's cool and he needs to be in KH3 along with Vincent and Edea.:D
