It depends on how you would define a 10. We all know perfection doesn't exist: you can always think of SOMETHING that you would've liked to see differently, but when it's just pet peeving and the game lives up to its full potential, I don't see why a 10 would not be possible. I would personally even think of giving games with obvious flaws a 10 because they changed the way I looked at gaming forever. That's why I think 'prime' is a way better description of a 10 than 'perfect'.
