As a US company, VALVe offers games for purchase in US dollars. If you live in another country that does not use USD as currency, you have to either convert your money to USD, or pay in your own currency. Exchange rates on USD to other types of currency are not on par.
As a Canadian who has purchased video games since the days of the SNES/GEN and PS/N64, I have no problems paying more for my games due to the fact that the CAD right now is only ~$0.80 USD, and know that retailers, online and off, need to account for that difference.
Places like AU and NZ have different ways of upcharging their residents for out-of-country purchases, that is, most definitely, unfair. But AFAIK, Steam doesn't upcharge people in those places nearly as much as retailers do.
