"Right. I know. I am not arguing that PC hardware isn't next gen. You yourself just stated that PC's aren't in the next gen yet when it comes to software. The samartian demo is a prediction on what next gen consoles could be. It is a justified indicator on what might be coming next gen. And you also stated that no PC game can match the samartian demo. Thus stating that PC isn't in the next gen if we use Epic's predictions, which happens to be the only indicator we have right now to make a valid prediction."
I am using the Next gen unreal engine as an estimation of what next gen might be like. If that is the case for next gen, thes yes, console games will run games with the scale of shogun 2. You can say what you want but at least I am making a valid prediction with what is presented by the next gen unreal engine. I am not just hypothesizing randomly.

So my question to you is, was the samartian tech demo shown from a crystal ball? I'm not going to judge the abilities of next gen consoles until I see spec's to go along with the price tag. But, if it takes a decent PC to play iCEnhance, I have my doubt's next gen consoles will play current gen PC games.
Nope, no crystal ball. Epic games even says so.
Interview on Unreal Engine, Next Gen (Please Read)
The Samaritan demo got everyone talking about next-gen – if Microsoft or Sony announced a new console tomorrow, would Unreal Engine be ready to build games for it?
AW: If you look at the curve of hardware improvement over time, there's a kind of fuzzy target with which you go 'well we should be able to do something like this'. The Samaritan demo was us going by what we'd like to have and what we think is possible if console manufacturers are willing to go for that target as well – this is what we'd be thrilled to be able to make from a quality standpoint with a certain minimum spec. Now whether the hardware manufacturers are going to go for that? We have no idea.We have no idea what the next generation of consoles is going to be yet.
Once we do know then we'll start making concrete plans. But right now, we're going based on our gut telling us this is what we can do, let's put it out there and hopefully influence a few people that make the decisions in terms of what the consoles are going to be. Unfortunately we don't have a crystal ball. We can't look and see what it's going to be. That said, Unreal Engine's going to continue to support the latest and greatest as it becomes available, so we will have an engine that will perform on the next-generation of consoles when it make sense for us to have it ready.
In reagard to DX11:
Is DirectX 11 leading the way for next-gen consoles?
MG: The past would tell you that that's the case wouldn't it? That always seems to be pretty much how it goes. But we have no other insight into what anyone's planning other than what we would like.
