Frictional are the publishers but the game is designed by thechineseroom and written by the head of them

Yeah and that's what makes me excited. Frictional always had only one weakness - bland, predictable storytelling. thechineseroom are on the other hand pretty much one of the best storytellers in videogames right now. It's like a match made in heaven
