There are no framedrops on my PC when watching the vid. You're seeing framedrops due to the higher bitrate at 60hz...

High bitrate doesn't mean anything. Neither does video refresh rate. I could take footage of a game running at 20FPS and throw it through a series of video codecs that would spit out a 60Hz video with a 50mbps bitrate. I'd just end with a video that had the same exact frame from source displaying for 3 frames of video, all while having very little compression. It wouldn't suddenly make the game "run at 60FPS."
I went ahead and downloaded the video, then popped it into Premiere Pro. When plugged into a 60FPS sequence, all frames are duplicated. The original source was 30FPS. Whether that is due to capture limitations or the game just runs at 30FPS can't really be determined. All I can say 100% is that the video itself is not showing the game running at 60FPS, therefore this entire thread is 100% incorrect.
