Its very close but of that poll i had to say Halo which has some of the best fitting action packed music in a video game ever. But the best ever would have to go to Ocarina of time unsuprisingly as that game is the essence of perfect, and made a beautiful video game even more awe inspiring.
Not sure about individual music, but if it was a music collection in a game, I would probably give it to Super Smash Bros. Brawl. Have you guys checked the list of composers for that game? It's insanely awesome.

I went in a shop once and saw a bunch of little kids playing that game instore. If I were a more moral person, I would've done something other than chuckle.
Zelda... it's quite simply the most original and artistic. Halo has good music, but it honestly for some reason doesn't seem to fit a videogame very well at all... sounds like a "soundtrack" as someone from IGN I think put it.
The only franchise that can compete with Zelda, IMO, is Final Fantasy.
