So yeah, we've had plenty of various sandbox cities in various games over the years? Which one was you're fave for whatever reason.
Gonna go with Vice City, loved it. A bit small, but just so fun to look at.

Liberty City is the most alive looking/feeling city in a videogame to date. Every character walking on the sidewalk had 10-20 pages of dialog alone, please show me another game that comes close to that. People dont realize all the technical aspects that went into GTA4, especially considering they had to build a videogame 'internet' with live blogs and ads etc.
And btw San Andreas mocked Los Angeles, Vegas and San Fran.

That was the thing about GTA4. Nobody is saying it was bad technically, alot of people just felt that the fun factor wasn't there.
Florence (Assassin's Creed II)
Liberty City (Grand Theft Auto IV)
Vice City (Grand Theft Auto: Vice City)
These ones have the best Atmpsphere. RDR has a great city as well, but it's not really a city.
Cyordiil-Everything combined (not just cities).

I don't know, it felt like visiting a collection of towns like the setting in M.Night Shamylan's The Village and everyone you meet are clones of the same people from the other towns.
Best needs to be qualified, vague question is vague.
Just Cause 2 has a massive environment that has plenty of stuff to do in it (unlike GTAIV), fun to actually do (Unlike SA), allow you to blow massive amounts of s*** up using a variety of weapons.
Only other sandbox with such great destroying fun is Red Faction Guerilla which is also a great game.
So best to me means the sandbox which gives me the most freedom to do fun stuff in, that said:
JC2 followed closely by RFG. Oblivion has great side-quests but repetative environments, but still another fun one as well.
Worst: Crackdown 2, you want a contrast in quality of games go play the above and then Crackdown 2 and you'll want to cry at how boring Crackdown 2 is, never thought an apocolyptic city could be so boring.
Here hoping that Infamous 2 lives up to the first (Confusing McShea review notwithstanding)

Just cause 2 is my third favourite sandbox game of all time, just before Vice City and San Andreas. Also I agree.

To the PEDS and the other details you noticed, somewhat accurate to the real NYC (trust me, I live there), GTA4 felt like you were actually part of the city.
I havent played any sandbox game yet that trumps it. Not saying there isnt one, just havent noticed.
And yes, to the others, GTA4 did have a fun factor, its one of the reasons why I would still play it.
