Lair, no competition.
As for BioShock, this competes for the best FPS in history. The story element is brilliant and enough to make a complete TV show. The environments are phenomenal. The sound/visual effects are amazing and top notch. The gameplay is solid, fast, rushes the blood in your veins. Legendary characters.
So now again.. how did BioShock get mentioned here?
It was from me and it was opinionated. But for the biggest GS flop this year would be Lair.Lair, no competition.

The shooting elements are weak compared to other games, the plasmids are incredibly unbalanced (in the sense that some are must-haves and some are useless) and the great big "moral decision" breaks down to pressing "x" or "y".Lair, no competition.

that game didn't even flop...
lair is the biggest flop. the game was hyped to be 1080P 120fps and would really show the PS3 superiourity

Some Plasmids are more useful, but all of them are powerful if you know how to use them right. The shooting is on par with most other shooters I've played, and every games decisions break down into button presses, as controllers are what games use as input devices.

True you could use some of the plasmids, but thats like saying you could play through Half Life Ep1 only using the grav-gun, it's possible but I don't see why you would do it. As for the shooting I found the shotgun to behave randomly, sometimes taking down enemies with 1 shot, sometimes taking 2 or 3 (all at close range), as well as the aim being a little spotty with the pistol. Finally my comment about the moral decisions was about how there is little difference between the two actions. The whole purpose of the harvesting/rescuing was always about the ending, as the world is a warped and twisted dystopia. I doubt the splicers care much about whether or not you killed the Little Sisters. They just want ADAM.
I dunno. I am obviously biased in favor of the game, as its still in competition for my own personal GotY right now, as I loved the atmosphere, the story, the gameplay...the game itself. It to me was a very cinematic game that I literally could not put down.

My problem with the harvest/save decision was that it was so hyped as this huge moral decision that broke down into literally "what ending do you want". You aren't even punished for choosing to save little sister's even though the game tries to make it seem that you are. I agree that thr story and atmosphere are great, just that for a game hyped (and generally reviewed) as one of the best ever, I found it fell sort, especially when compared to similar games like Deus Ex and System Shock 2 (which were criminally underrated).game that flopped by the most: Lair
