According to Bungie, the Xbox One X will be running at 30 FPS when the system launches.
Destiny 2 project lead Mark Noseworthy has sent out a string of tweets explaining why the game only runs at 30FPS on Xbox One X, despite the machine being the most powerful console ever released.
Noseworthy explained, across four tweets, that 30FPS has been set to maintain Destiny 2’s “AI counts, environment sizes, and (number) of players”.

4/4: We are currently evaluating 4K for Xbox One X. It launches after D2 and so we are focused on the launch consoles right now.

It also looks like they haven't gotten the game running at 4K yet on the X1X. So unless they work quickly, Destiny 2 might run at 1080p 30fps on X1X at launch.
What's also interesting is that he addressed an apparent rumor that since Sony has a marketing deal with Activision, Sony made Bungie enforce parity with the PS4 Pro.
It seems that the real issue is the CPU in every console.
