Can the Zelda series ever have a sidequest like the Bloody Baron quest in Witcher 3? I like Zelda as much as anybody but Zelda putting out a character the same level as Witcher 3 is but a dream

Well, since we're supposedly speaking about VideoGAMES I think that having much better level design and gameplay mechanics is much more important that having sidequests with good character development so it will probably do that even if it doesn't have any "bloody baron"-like character (which is clearly inspired by Robert Baratheon from GoT by the way).

and it only works with 1 GB of RAM.

Firstly, there hasn't been a single 3D Zelda that has played worse than The Witcher 3 (even OOT in 1998 was more controllable), so I would say that in terms of gameplay this is a lock for Zelda.

Then the graphics, although it's obvious that The Witcher 3 will be technically superior thanks to it being on PC/PS4/XBone, there's the fact that a game's graphics also comprises it's graphical style. I wouldn't say that Dragon Ball Xenoverse looks better than Mario Kart 8 even if it's displayed at 1080p which is something the WiiU wouldn't be able to do.

Then you say "story no characters no" which is an obvious trolling attempt considering that "characters" has always been an aspect of "story". You needed to expand the "no" list somehow and you couldn't come with anything better I presume. Well, that's until I've read the "it only works with 1GB of RAM" part which is laughable at most...

But in the end, what defines if a game is better than another one are it's gameplay mechanics and it's design and besides a better backstory behind The Witcher's 3 sidequests I can't imagine The Witcher 3 surpassing that.

The problem is comparison of Zelda to the latest rpg/adventure trends. Zelda is Zelda. Let Zelda be Zelda, and trust Nintendo.

Zelda is an action-adventure, yet gamers keep comparing it to action RPGs...

Either way, when it comes to gameplay, the Zelda series are still better games than all of those (besides maybe Souls).

But when it comes to other stuff, like story, characters, lore, world-building, or technical graphics, these are things those games tend to do better. Except for music and art styles, which Zelda still does better.

It just depends if you're more of an old-school gamer, where gameplay trumps all, or more of a new-school gamer, where gameplay isn't the central focus anymore.
