Digital, although registering the physical copy with Steam would nab you the digital copy anyway, so in that case physical being cheaper would be the better way to go. But I'd not bother with the discs after registering. They're bulky and ancient.
With the Steam copy you can make unlimited physical backups. And its not like you will be able to play the game without registering it on Steam anyways, so its best to just take the best deal.
I bought the whole Counter-Strike series on steam for $7.50 last year. Anyone who has a steam account must already have the game since steam sold the game numerous times for cheap prices.

Buying a game day one on Steam is almost never a good idea. For instance, I plan to get Deux : EX HR as soon as it releases, which is why I'm getting it from Amazon (35,99€) whereas on Steam it's priced at 44,99€

Buying it before day one is sometimes a good idea, for example I can get Red Orchestra 2 for $30 right now.
I got it free when I bought Half Life 2. But I have thrown the hard copy away because I got The Orange Box and no longer needed Half Life 2 because it is part of The Orange Box.
