Well maybe the reason why kinect was a bigger success last gen was because of 2 reasons:
1. The price point. If the psvr was at the same price point as kinect last gen, it'll definitely be more successful but could've, would've, should've, right?
2. Kinect had little to no competition whatsoever, unlike psvr which have Oculus, and VIVE, or VINE, or whatever the name of the other VR device is.
1.even if PSVR was 150$ it would of maybe sold another million but thats it. it's 200$ right now and still isnt selling. its like 3D or motion waggle controls. anything that requires someone to move after a long day or makes someone have to put on goggles or makes people sick is never going to take off mainstream.
too many people are weaklings as cowjenga put it. going by 3D. which only reguired you wear glasses. VR makes you wear a complete face covering goggles. holding joysticks. you need to move around and have space in your room. Its just way too cumbersome.hard to setup Thats why i believe it will always be a niche and never be mainstream.
2.kinect had competition. the PSmove and the wii. kinect still sold because many people saw it as the next step up from a wiimote or psmove wand. everyone was riding the nintendo hype train.
kinect sold well because motion controls were hot at that time and it was a new thing. kinect seemed like the next logical step from the wiimote. they released some decent 1st party and 3rd party software for it and sold a lot. after nintendo let waggle die on the operating table when they released the wiiU. motion began to be seen as passe. its amazing how fast it died. kinect 2.0 was tring to continue the trend but there was no hype or software. same thing happened to guitar hero.

imo the reason PSVR had no real hype like the wii era. everyone now is sick of gimmicks. what made ps4 so popular is they want back to basics and power and games. people needed a break from all the wii kinect psmove stuff.
i think when people saw the wiiu tablet, kinect 2.0 and even PSVR. a lot of people rolled their eyes and said "uh oh another fad" "or "another gimmick" everyone had already been burned and did not want to drop 400$ or even 200$ on something that might end up in the closet. maybe if VR was like 50$ it might take off.
as it is now it failed to become mainstream or even reach wii or kinect level fame. that can be seen as a failure but i think sony made some profit from it and popular culture made movies(ready player one) and its somewhat cool and sells ps4's. so it failed at what it was supposed to be but didnt flop completely like wiiu or kinect 2.0
