Really they are only worried that they get cheated, not the player. EA multiplayer business model relies on total control over content and experience, from servers to DLC. That way they can improve their revenues with minimal amount of effort and capital. It's consumers seens to enjoy it, so who's to blame?
honestly if its about the mod tools being expensive to make then i would be fine paying 10 bucks or a fee around that price for mod tools as long as anyone can use the mods i make even if they have not purchased the tools themselves.

The licensing fees for software resale can be massive. I know some software that costs $3000 per item sold. That would mean each person who wants to mod something would have to pay at least $3000 for the development license.
They don't wanna do it cos it would lengthen BF3's lifespan and people wouldn't buy BF4 then. They're afraid to lose money or not turn profits, nothing more and it's a sh!tty excuse and probably more to do with EA than DICE

If they really wanted to do it they could.
You don't need the devs permission to mod anything, so it's not like it matters.
But who cares about BF3? COD is the superior game, so why not do some mods for that instead? BF is boring, you just walk forever and never come across anyone to shoot. I know because I used to own BF and that's how it played, no one to shoot even though the matches were full, I just walked forever. People stole the vehicles right at the start and wouldn't share them with me even though I demanded them to do so.
Plus the campaign sucks, BF is a 5-6 range game at best.

Even though you're just talking sh!t i'll reply anyway
If you're going to mod BF3 even just graphically you most certainly DO need permission as such adjustments could get you banned. A guy running around say with shadows disabled could spot guys so much easier than someone else, that's just a small example.
Also the other reasons you stated are YOU sucking not the game. Just cos it's not killing a guy every 2 seconds
