Well, one could argue that console development of just about any multiplat drags down the potential of what a PC only game could have accomplished.
if anything, I think something in development dragged this game down, be in the TV show tie-in or whatever, yes early gameplay videos show different actors playing different roles, more impressive visual effects, extra time powers, and this was just about a year of its actual release. Something tells me that there were some big changes made in the last year and it was frankly too much for Remedy to deal with before the release of both ports, and they do work slow I figure that to be the case with say Alan Wake's 5 year development timeline.
Also, I think just as far as the game design goes that making a TV show tie in probably hindered the actual game a great deal since that had to be fully realized and set in stone early to develop the TV series around it. They weren't more flexible in work-shopping story, locations, gameplay, etc, because everything the game was going to be was already set.
Also, not sure if Remedy did a "lazy" PC port, but it definitely wasn't polished as it should have been. Maybe it was rushed on account they felt the need to get it out before it was ready. Like I said above, they must have made big changes to the game in the last year and the focus was getting the Xbox One version as ready as possible, they didn't have time to optimize PC port and apparently that shows.
