Yeah, most likely.

Like a new GPU? Or several things?

DX10 was just GPU, so I think it'd be the same thing, but it seems that being able to take advantage of the new features you might want to have a dual core or quad core CPU.

I'd rather just get it over with, let them work on DX11 instead of wasting time for the crappy DX10 API.

I have to say though; I can see consoles becoming a major bottleneck on this.

Most games need to be cross platform today, capabilities such as GPU computing won't work on consoles; so there is little incentive for developers to use it for anything that impacts game play. The most likely use will be for effect physics, were the GPU can accelerated more advanced physics effects that have no impact on how the game plays.
