core 2 duo 2.6 Ghz + 9600GT 1GB

it is not a high end pc, but not a low end either. I tried to turn down settings, but when I noticed that at medium I still didn't get decent results, I gave up. Mass Effect 2 instead ran perfectly.

My 3 year old PC

AMD Athlon X2 5200 2.7ghz

2 gig DDR2 800mhz RAm

8800gt

And it ran AC2 at max setting with the max AA in those settings at 1680x1050 and was smooth all the time.

Maybe something is wrong with your computer.

I have no idea why, but when I realized that there was not a huge different between the 360 version and the Pc's, I just stopped fiddling with the settings and played it on console instead. same happened with Gta IV, the game ran jerkly, although it looked nice, but it was really a frustrating experience. I installed some patches but then I gave up again.

Some games are horribly coded and ported to the PC GTA IV is a shining example.

Just Cause 2 is an example of a good multiplatform game that excels on the PC.

AC2 ran fine for me so not sure what you are talking about. I was even running it with twice the pixel count of the console version and 8xAA.
