The reason in the first place the Metal Gear series came to be was because of limits of hardware. The idea of stealth gameplay was thought up by Kojima because so many people were trying to put so much action on hardware like the NES but could never get it to be what it should've.
And, if hardware was such an issue for Kojima, he would've released MGS2/3 for the Xbox or GC rather than the PS2. rexCo
He released MGS2: Subsistance for the Xbox and, despite good reviews, it didn't sell well so he didn't port the sequels.
His vision could've been forfilled on the PC, so yeah, he has the right to be disappointed. Everyone makes mistakes and overestimating the PS3 for his baby MGS4 was his mistake.

That games looks amazing so far. It seems that, if you gave this guy unlimited hardware, he would just keep on making the game and never release it. Also, this game is impossible to play on the PC without a joypad. I tried MGS2 on the PC and that only has a lot of the same control mechanisms as this game and that was so hard to use without the pad.
He's not big-headed, he just has his heads in the clouds instead of down here with reality. It strikes me as a very immature quality in a game developer if his vision comes before the techonology rather than being steered and stimulated by what there is available.
