You have an interesting idea of what it means to be "complete." Godzilla for the PS4 has a less-than-an-hour long single player where every level is the exact same objective, laggy, matchmakingless multiplayer, and no attempt to balance any function of the game in any way. It's only "complete" in the sense that the game probably won't crash and brick your console. However by comparison, even to a lot of mediocre 60 dollar games, it is absolutely not complete, and by extension could probably be considered a scam.
There's also Raven's Cry which will probably be the worst reviewed game this year at gamespot, which released on most major platforms, including PC, Xbox, and PS.
But also all 3 of these titles pale in comparison to some of the worst of the worst that have made their way onto every platform throughout the years.
Point is, shitty and scummy games will happen. No company is free from it. Steam is more vulnerable because of their developer friendly approach, but that hardly means they are the only one's who will let bad games slide every now and then. The real difference between Steam and anyone else is that Valve is quick to jump on community feedback and rectify the issues people have.
