Why would you immediately assume the reuse of textures and models is a result of disk capacity? Recycling of these elements is common in a great deal of games and could more likely be attributed to budget or time constraints.
While I agree that high definition formats are definitely "the way of the future," the argument that Blu-Ray is necessary now (or 2008 as the TC suggests) is clearly an embellished fabrication by Sony taken to heart by fanboys.
Blu-ray won't ever be a necessity as HD, Digital video and music never wiill. You can make a great game even for a cell phone with only a few Kb.
Blu-ray is a necessity when trying to deliver the highest possible quality of content, that's a fact. It's obvious that even if they wanted to make the game more resourceful, using lossless 7.1 audio, unique textrues for each world, unique voices for each NPS, etc they would't be able to because of space constraints.
That's the botton line, even if you have the buget and the time, on the 360 you'd still be limited by its media.
