Sony PR is quoted making the following statement:

I think what they're saying is that they're trying to make sure FFXIII STAYS exclusive, there's nothing holding SE from sending the game to the 360. They thought they had DMC4 and VF5, but they didn't really assert themselves to making sure it stayed that way.

the translation is rough I don't think he meant that FF13 isn't exclusive but that discussion are being held to make sure it stays exclusive in the future

The main reason Sony is losing a lot of exclusives is because they do not wish to pay the millions to developers like CapCom & Rockstar Games for the exclusive rights. It literally costs millions and millions to secure titles like GTA IV & FFXIII. Sony is losing millions and million on each PS3 sold. They would lose even millions more if they tried to secure exclusive rights to big name titles and they didn't sell well on their system. If companies feel they can make more money by releasing the games on multiple platforms, they will do that instead of signing the exclusive rights. Capcom see that the PS3 is selling terrible in Japan. This is one of the reasons they didn't sign anything exclusive with Sony.
