No, it was simply a reply which highlights your lack of a need to exist in any topic even remotely related to the PC. Unless your movement shutters you won't notice. I play a lot of FPS games and when I purchased my TV I looked for the best refresh rate out at the time. I play with my sensitivity jacked all the way up. My friend has a big ass RCA TV and I can most defiantly notice the shutter because of his refresh rate it when looking around or doing a fast spin it just feels off.
I don't know if frames dropping will do the same thing I can tell when frames drop massively and there is a shutter, IMO if you are playing on 60 FPS and it drops to about a 45-50 for a moment I don't think you are gonna be able to tell. I don't know though I don't play with a Frames per second counter on or anything.
Honestly, if you can't tell the difference between 30 fps and 60 fps you are either blind or a Gamespot employee. The difference is huge.

Is it better playing a game that has consistent lower end FPS like 30 FPS then having high end FPS that tends to fluctuate like say going from 40-55. Yes, there have been simple test of an object on screen that moves 30 fps and 60 fps that people can see being different. My question is, can the eye spot the difference when fps fluctuates from say 40-55.
He claimed that the PS4 was better than the PC version game of mine because my game tends to fluctuate from 40-55 or whatever. Now, I cant notice this fluctuation, so I just wanted to know, is this really something that people can notice.

He said people who cant tell the difference must be stupid, because when compared, its pretty damn noticeable unless you are blind. Yet you read that as "People who tolerate 30 FPS" are stupid?

Framerate fluctuations at higher framerate are more difficult to notice than lower ones.
For example: If try playing Counter Strike GO locked at 30 and at 20. You'll feel something is off almost immediately.
But if you compare 50 and 60 fps, you'll have a harder time telling the difference.
Quite honestly, I think there's more than just framerates at work to make a game feel laggy. For example, anyone who has played Crysis/Warhead on the PC knows even if the framerates drop to say mid 20's to 30 fps, it's still quite playable and feels light on the mouse. Then, there are games like ES: Oblivion which can have framerates in the mid 40's to 50's and still feel heavy on the mouse.
His argument is that locked 30>inconsistent 60 frames.
Which there is a degree of truth to how the inconsistency in this medium hurts visual quality and more importantly mechanical consistency, as simply games become less responsive during those dips, where as 30 is constant. That said I want more frames to work with as opposed to less.

I have a PC and a PS4 hooked to this same screen, and PS4 games never look as smooth.
You don't get a console for performance, you get it for exclusives.
Maybe if your PC is standing in the fireplace the framerates you'd get would be very inconsistent. Even then, more than half the console games run extremely inconsistent. Moreso than a PC in a fireplace.
Note: this is not a consoles vs PC thread.
Okay, so I have a brother in law who likes to explain to me how games on console look more smoother because the FPS is locked at 30
So basically Witcher 3 on PS4 tends to run at about 26-30 fps in a huge majority of the game. My PC tends to run it at 40-55 at ultra.
Can the eye notice FPS when it drops between 45-55 or not? I thought the reason they cap FPS at 30 is because the brain cannot tell the difference in FPS between 30-60
