Actually no, not really. Not out of necessity, because they didn't put the work into it.
Are we really saying her whispering and just talking less wouldn't be a thing naughty dog couldn't do? How about some basic command functions, Resident Evil 4 had that. Added bonus Resident Evil 4 expected you to save Ashley when the bad guys grabbed her, because you're playing the guardian character. Resident Evil 4 doesn't take its immersion or its story as seriously as The Last of Us, but it did more with support character AI, it wasn't good AI mind you, but they had an actual solution that was less jarring than Ellie.
I'm sure there is a degree of difficulty there, and I would imagine there were prototypes where Ellie was asked to behave a bit differently, but all in all nah that AI for Ellie is sloppy. There were work arounds they could have went with.

Makes sense I guess, they're having to code AI for a range of different actions and reactions across at least 3 different modes of play. They're also typically slower paced games which means you truly get to observe the AI at work. All errors come off as glaring.
Hopefully some day they'll iron that shit out. Even the most highly praised games in the genre have some terrible AI moments.
Get out of here Pandorra Tomorrow and Chaos Theory might have had their moments of sheer stupidity, but them mother fuckers were ruthless. And in the case of dogs, too good. Metal Gear's Ai is straight short bus material, I think it actually adds to the game, because Metal Gear is more about toying with your enemies, but i digress.
