im not going to list all the games i think are perfect or near perfect..BUT ill name a handful .. Halo ce xbox,Splinter Cell xbox,SSX ps2,Twisted Metal 2 ps1, Medal of Honor Allied Assault pc,Super Mario Bros nes ..

Demon's Souls (Not played Bloodborne yet)
Age of Wonders III (2 was shit)

Spyro the Dragon (everything after 3 was terrible)
The Last Remnant (Better tactical gameplay than FF)

These games are the best of their class to date. I might have added stuff like Morrowind, but those games are far from perfect as they have annoying issues which the sequels instead of just fixing the problems, they added new ones as well.

No game is perfect but these come close.
Super Mario Land. Must have completed it over a hundred times and never got bored. I was nine or ten when I got a Gameboy so it was one of my first experiences of a computer game that wasn't a PC text adventure.
Golden Eye. Brilliant single/multiplayer for the time.
Super Mario 64. My favourite platformer and more or less flawless.
Deus Ex. One of the most original games at the time and so fun to play and experiment with.
Splinter Cell: Pandora Tomorrow. Chaos Theory has a better campaign but PT is my favourite multiplayer game of all time. It was so original, incredibly addictive and beautifully designed. Can't believe the decline in quality of Ubisoft titles since.
GTA: San Andreas. It does have flaws but the world is so fun to explore, the characters and cast are great, and the soundtrack is amazing.

Only within the last couple of years have I come to understand the camera system in Mario 64. It is meant to be used as any other button in order to set up a perspective for the player. It still gets jumpy here and there, but IMO having buttons for in this respect is superior to a dual analog setup.
10 for me would be a game I'd recommend to anyone and everyone no matter what. It's doesn't mean perfect to me because that's impossible.

I'm gonna go with SSX Tricky as my first pick. For what I tries to be, it executes it perfectly. The game is colourful, functional, fun af... I genuinely can't think of any flaw for this game. The tracks are diverse, unique and each one of them a blast.
Another would be Mario Galaxy 2. Again for the game it tries to be, I think it couldn't be better. Once again diverse levels, stable controls, camera and the such, beautiful on the eyes, enchanting music... In this case I can think of a flaw though, it was too damn easy.
I'm not going to name a million games, but I can think of many though.

There are few. Actually, only two in the last 30 years if gaming that I consider near perfect for what they are attempting to deliver.
1. Resident Evil Remake (GC & HD)
2. Uncharted 2: Among Thieves (PS3 & PS4)
That's basically it. Many came close, but those are the only 10/10s I've given that I recall.

@Juub1990: don't have a ps4 for bloodbourne, so I'll end up playing dark souls 3 before that.
I'm only up to huntsmans corpse in dark souls 2 so still have a long way to go especially as I progress through the game at a slow rate.
I have bought dark souls since playing 2, will play it at some point.
this year is year of the souls games for me thats all I'll be playing haha

I could see RE4 as a candidate, and while I do appreciate RE4 and it's contributions, I was such a big fan of RE 2 that's RE4's departure from the series gameplay wise was both refreshing and jarring. It's a close call.
I did however forget Galaxy 2 and Metroid Prime, both of which were mentioned several times already.
