Now comparison of these two games regarding their franchises would be wrong. Simply because Halo has been out for years and Gears of war recently came out last year. In franchise terms you can't compare a game that's been out since 2001 to a game that came out in 2006. The comparison is on a smaller level, ergo, the multiplayer.
I wanted to discuss the multiplayer because people have their own opinions about which is better in multiplayer. The ranked matches on both games are different. In Gears of war you can pick the map you want to play on. In Halo, it's random unless you veto it(which can only be used once)and end up sometimes with an even worse map. In gears of war if you're the host, you pick the map and you get host advantage over the others. In halo if you're the host you just pick the map/game. In gears of war, if you're not the host you get a lag which makes you shoot a second slower. In halo, there is no host advantage so there's no lag(Except for the occasional lag which rarely happens.) In gears you can have up to 8 players. In halo you can have up to 8 players in matchmaking and up to 16 in custom. In gears of war, there is no customization, only the ability to pick from several characters. In halo, there is customization where you can create how your character looks. In gears of war you have around 7 weapons and 2 different frags. In halo you have around 20 weapons, 4 frags, equipment and vehicles. In halo you can jump, in Gears you can roll and take cover. In halo you have crosshairs, in Gears you don't (unless you aim). The sniping in these two games are also different
So you see, these two games are very different in terms of multiplayer. Which multiplayer do you like better?
