Can you explain to me how it does not count?
Retail expansion, does not require GTA 4 to play.
And if it is because it's on Xbox Live to download, then most PC games shouldn't count because of they are available to download via Steam or D2D, and PSP wouldn't have anymore exclusives, since they are now being put on PSN to download for hte Go.
What are you talking about? The reason they shouldn't count is because they're both just compilations. Just like Metroid Prime Trilogy didn't count this gen and GTA Trilogy for the Xbox didn't count this gen. Taking 2-3 original things and putting them in the same package doesn't make a completely new game. GTA EoLC isn't meant to be a new game anyways, it's the DLC packaged together for people that either have an arcade bundle so don't have enough space to install the DLC or don't have an internet connection so can't download them to begin with.Metroid and the GTAs were available on other platforms.
And Ballad of Gay Tony is new, so I guess it is sort of new.
These are pointless arguements anyway, where were you a few months ago. :p
