That's because they're not really gimped 7850s? If anything, it's like the original 7850 - a gimped version of the 2.5TF 7870.
HD7850: 1.76 TFLOPS, Engine Clock 860Mhz, 16 Compute Units (1024 Stream Processors), 64 Texture Units , 2/4GB GDDR5 with 153.6GB/s memory bandwidth
PS4 GPU: 1.84 TFLOPS, Engine Clock 800Mhz, 18 Compute Units (1154 Stream Processors), 72 Texture Units , 8GB GDDR5 with 176.0GB/s memory bandwidth (shared with CPU)
Anyway the visual quality is pretty standard for this type of card. Even my old 1.3TF card could put these kind of visuals, so next gen console games don't look anything amazing really.
GFLOPS are not everything though.
The PS4 gpu is based on the 7970m which is a laptop GPU.
The difference is that they removed 2CU from the PS4's GPU.
The 7970m is between a 7850 and 7870 but probably closer to a 7850.
The PS4 is a gimped 7970m and is probably really close to a stock 7850.
The big difference is that you can overclock a 7850 to compete with a stock 7950 which is easily better than the PS4's GPU.
Optimization will counter the overclocking.
