How come ESRB didnt change rating on Manhunt 2 but for Hot Coffee they did?

Couldnt fit all of it in the title, but ESRB basically saying they're not responsible that a hack makes manhunt 2 un-cut, where as with hot coffee they made the game AO.

Was it political with GTA because its a much bigger game then Manhunt or what.

Im pretty sure that the Hot Coffee was just available in GTA SA on every legit copy with just a code or something, but for Manhunt 2, it has to be "back-up" of the game and there have to be some hacks involved. The ESRB knows that 95% of the people that buy manhunt 2 wont know anything about the "mod"
