The game's scale is already enormous, so putting it on the HD consoles wouldn't have made it a better game.
Perhaps it would have gotten more attention...or perhaps not. Part of the game's hype revolves around it being one of the few great Wii exclusives of the past year, so it's hard to say what would have happened had it just been a multiplat.
As for the game being GOTY...eh, it isn't. It's certainly a very well designed game - I liked it enough to sink 80+ hours into it - but the fetch-questing and slow walking can get pretty darn dull at times, and the player always knows what's happening in the plot many hours before the characters do, leading to constant frustration (particularly later in the game, where everything just felt unnecessarily stretched out).
Also, although it starts off showing a lot of promise, the latter half of the game just falls back into so many annoying JRPG tropes that I couldn't help but be vocally cynical about every single cutscene. It throws logic and consistency out the window for the sake of forced drama and really cheesey lines, and the player characters constantly asking really stupid questions got old very quickly.
It's probably my favourite JRPG of the gen, but it isn't my favourite RPG of the year, let alone overall game of the year.
