Albert Penello was just on Neogaf admitting that PS4 has a raw horsepower advantage. He wouldn't be saying that if there was some secret Xbox sauce that nobody knows about. Sure, he went on to claim that there won't be much of a difference between the two because he feels that Ms did such a good job optimizing their hardware but he did say that when it comes to raw specs PS4's numbers are greater.
I would love this dGPU thing to be true but it's a dream that ain't gonna happen.

He didn't say that exactly. He was referring to the raw horsepower that people are assuming based on the currently known incomplete specs. He also goes on to say that there are things that are not known about the systems yet.
Microsoft will have all of October to advertise and explain their power advantage over the PS4 once the XBox One's full specifications are released. Plenty of time for normal people to realize pre-ordering a PS4 was a mistake.
All that power that the Xbox ONE can only render a fighting game in native 720p...
I think it actually comes down to pretty crappy programming. The most recent 3-D based fighter Dead or Alive 5 runs at 60 fps at 720p on the 360 and it's the best looking 3-D fighter for this gen. KI3 does look better, but it's also 2.5 D and has much more static set pieces unlike DOA 5 where it has destructable environments and multi tiered staging. Basically my point is the KI3 should be simple to run at 1080p on the xbox one if other games that don't look too far behind graphically and have more going on can get the same resaults on last gen hardware.
I believe that this one comes down to the developers.
