well, actual numbers haven't been revealed but HL, HL 2, TF, CS, DoD total account for 20 milion units. this was before ep 2 was announced (see valve's about me section in its official site). also, hl 1 sold around 8m copies and since hl 2 would account for most probabaly bulk of the remaining 12 m, i say it could have sold more than halo 2. but i don't think it could be proven beyond doubt

well... WoW is an MMO so thats not really fair. CS vs Halo is fair though. Lets compare the newly released, thus more popular due to the post release buzz, Halo 3vs Counter-Strike, the 10 year old mod.

There will never be a game that sells that much. You don't see pikachu as Nintendo mascot its MARIO. And thats only speaking for Consoles and Pc. If you wanna count board games MONOPOLY is more popular and im sure some card games also.
