Absolutely not. The multiplayer in GTAIV alone makes it better than JC2.

Well, GTAIV is my favorite game of the generation, so I'll tell you what I loved about it.

  • I thought the writing was fantastic. The dialogue was just extremely interesting. And the story itself went above and beyond what I expect from a GTA game or a game in general.
  • I thought the characters were extremely well done, especially Mr. Faustin who was so intense that he had me on the edge of my seat.
  • I loved the graphics and art style. The recreation of LC was stunning and set the bar for living breathing environments. It has yet to be outdone in that aspect IMO. The city is the biggest star of the game. It is much like Rapture in that it is one of the great gaming environments of all time.
  • Targeting, while not perfect, was legitimately and very noticably improved. The shootout missions were fantastic: Three Leaf Clover, Deconstruction For Beginners, To Live and Die in Alderney, The Snow Storm, Hostile Negotiation, Tunnel of Death,Museum Piece, etc. There were just so many stunning shootout missions, leading me to believe that R* had so much confidence in the new targeting system that they felt they could lean further in that direction. The shootout missions slaughter those of the same type in previous games. The cover system completely changes the way one plays GTA and it's for the better IMO.
  • I know that some people don't like the feel of the driving, but I liked it. It made chases more tense IMO.
  • I liked that flawed design choices of previous games were fixed. A good example being the random cop chase system in previous games. It's beyond me why a focused cop chase system wasn't there from the beginning. In the previous games, sometimes losing the police felt like pure luck. The new system may be a bit easy on 1 and 2 star wanted levels, but it is super tense when one gets to 3 stars.
  • No terrible RPG elements. They were so out of place in San Andreas. There's no reason why a game like GTA needs stats. That doesn't even make sense. It's like they forgot what kind of game they were making. To this day, I sincerely don't understand R*'s rationale in including them.
  • I thought the missions were just designed better than previous offerings. The elements of frustration were cut down and it seemed like the missions were much more "focused".

I completely agreed with you up until you said you hated San Andreas rpg elements which are why i like San Andreas slightly more than 4. I loved the story focus and sims like qualities of gta 4 and if you add rpg elements i think it will be the perfect formula. If your one of those people who love the whole over the top thing of early gta games go get saints row and just cause which are awesome games in their own right.

Just Cause 2 just looks insanely fun, Im hoping ill get it when its 20 bucks or so. Gta 4 has better production values, an actual story and is also fun and I think overall it's better.

More fun = Different people enjoy different games, and even different things within the same game. Fun is subjective Better game =higher reviews, more critical praise, better production values, better story, less glitches/bugs. Better game is a better game

you need to rethink things.

I think you need to re-read what i typed instead of replying on impulse. Read the context in which i typed it. Better Game, in this case, does not mean more fun, nor does it mean the individual will enjoy it more. It simply meant that its an overall better made game. Geez,

yes... the game is pure win!!! It's like san andreas x 50 mix in a cool grapling hook parachute mechanic and the abliity to attach people or objects to each other with the dual hook....its just pure fun!

Absolutely not. After playing the demo for Just Cause 2, I can tell it's nowhere near the level of GTA IV in terms of both fun and quality.
