Is there any desktop PC can load fast travel in 0.8 sec on a modern open world game?

And here I thought using RAM as a buzzword and marketing tool was ridiculous... We are ignoring the early GPU speculation (Navi for next gen = RTX 2060-2070) and hyping load times. Really?!?!
