I'm really not sure since I love all my top games equally (Mario Bros 3, Super Metroid, The original Zelda, FF7, DQ8, Parasite Eve, Fear Effect, CvS2, Metal Gear, Megaman 8, Chrono Trigger) but it probably has to be Megaman X4.

Final Fantasy VII by some distance. Gotta give a shout out to Shenmue II as well that game was phenomenal.

From the top of my head, I suppose this.

I LOVE stealth games and it's one of the very few games that hits singleplayer, multiplayer, and co-op experiences all on the head which is incredibly rare for me. The awesome box art is a nice little touch as well. They admittedly could have expanded on the almost non-existent storyline, though (I admittedly remember little to nothing about it :P), but everything else easily makes up for the little shortcoming, IMO.
