You are talking about the quality of the art. One could argue that games have not yet reached the stage of "high art". But to question wheter or not a game is art, I just don't see the argument.
This year sucked for big budget games. Downloadable games was what I played most. Lots of high quality stuff on the eShop and I still need The Walking Dead collection. Looking forward to that. In terms of my GOTY... Uh. I don't know nothing really stood out this year beyond Xenoblade which I haven't finished yet unfortunately. Dishonored was good but not GOTY good in my opinion.
Edit: Kid Icarus: Uprising was a 2012 title? Eff everything else! That's my GOTY. That game was so unexpectedly awesome and weird as f***.

If I had to choose my personal GOTY, it's got to be XCOM: Enemy Unknown, hands down. I played the original XCOM and this game brings back memories, especially the pain and hardship. That game was no joke.
Runner up to my GOTY would have to be FTL: Faster than light. Indie games this year are on a roll! FTL is a space strategy game where you have to fend of attacks from other ships and risk everything to survive. It's like Oregon Trail in space!

Spartan Ops is terrible in halo 4 so there is no chance that would have won GOTY.ME3 had the terrible ending and the weird design choices and I don't know why GW2 did not win.

True.I just did not like how spartan ops was structured, but the rest of the game is amazing.

I don't honestly get why GOTY has to be anything other than the best game. If the best game is 2 hours the best game is 2 hours. Sending a message shouldn't be what GOTY is about.
I just played journey a second time last night to maybe see if I was missing something that I didn't see or feel. I just don't understand how it won game of the year. I grant that its very artistic and and music was great but Game of the Year? Really?
I agree. It's nice to see a game from a smaller developer win for once, and not a big block buster game win every year. Go Journey!
